Early Mercruiser top cap bearing/race question

Hello, does the race in the top cap "float" in the cap, on both my 1971 outdrives, the race is not press fit into the cap, and slides out easily. It seems to me it would have a tendency to spin in the cap, which could not be good. There is pressure on it from the spring loaded pre load rod, but still, just wondering before I put it back together.

not supposed to be spinning.preload pin does not affect the upper race. pin is there to preload the pinion gear in the lower.
I`d reinstall it with some loc-tite

Thanks, I figured I'd peen the cap with a small punch, I've had success with that technique in the automotive field.

Where does the "spring loaded" feel I get when reinstalling the cap come from? I need to study the breakdown more closely.

when you remove the top cap before you split the unit, the pin is pushing up the vert shaft with the cap off.
