Easy to the right

Hi

I have a 2003 crownline 180br with a 4.3 / Alpha one Mecury and it steers easy to the right but is very hard to the left-------if i armstrong it back and fourth it seems to get better but as soon as i stop its stiff again.
I detached the cable assy at the wheel and the wheel if free.
going back to the drive unit i can turn it with my hands easely to the right but when i turn it to the left it stops hard at center and wont turn to the left?????????????????????

Can any one help??

Power steering fluid level? Does it have a trim tab? If so move it to port (boats do not have left and right).

Fluid level is good and there is no trim tab ???????
