edelbrock carb...dumping fuel?

edelbrock marine carb on a 454 (1987) straight inboard. the carb was bought in 2009 and has maybe 150 hours on it. the gas isn't very fresh but my lawnmower doesn't seem to mind it.

i haven't had much time to run her lately so i try to run her on the hose once a month. last month i had some trouble getting her going but starter spray did the trick. i normally don't like to do that. she ran real good for about at least 30 mins at about 1200 rpm. i wanted to get the engine fully warmed and also burn off some of the growing older gas.

this month i can't get her to fire up. i'm getting spark, the timing should be good...looks like i'm getting too much gas. i tried messing with the butterly valve/choke to see if it wasn't closing tight enough. i noticed that when i pushed the butterfly closed by hand and cranked the engine that there seemed to be too much gas going down the carb. i wasn't giving it gas...closing the valve and turning the key used all the hands i have.

1. should gas be going into the carb just from closing the valve? i watched some videos about setting the floats but i've never taken a carb apart. my carb doesn't look anything like the automotive carbs on the videos.

2. would this condition cause the engine to run bad under load? last time on the water about 4 months ago it ran bad. shuttering and couldn't get the rpm's up.

was easy to get to the floats and float needles. the floats were out of adjustment a little. the needles moved freely but by the time you turn the airhorn over to get at them they shouldn't be stuck anymore. i can't say i got it started yet. charging the battery.
