Ehaust Relief Ports

I have 2 late1980's vintage 35 HP Merc outboards.

The one currently installed on my boat runs perfect.

The other one which I am currently troubleshooting by running in a large barrel of water is giving me problems; it stalls when shifting into gear.It does not do this on muffs.Timing, compression, carb adjust, fuel pump, etc are all within spec.

The only difference I notice between the 2 is that the one in the barrel does not spit water through the ehaust relief ports as the other one does. Is there any significance to this? The pee stream is strong, no overheating.
