Electric Choke-Explain it's purpose to me?!

I have a 1990 4.3 Mercruiser that runs fine, and the first "start" of the day comes very quickly, but after heating the engine up I have to turn it over and over and over before it starts. When it does, you can smell the unburned fuel in the exhaust, and after a few seconds, it smooths out.

I'm told this may be a problem with the electric choke sticking, but I don't actually have a clue what an electric choke does, so instead of trying to figure it out on my own, I'll let one of you explain it's purpose in detail and accurately to me.....

The electrical choke operates the same way as any other choke, it just uses an electrical path to heat the coil element in the cap. Now I like to open mine up wide and leave it that way. This prevents the choke from closing and causing the problem you are explaining.
But if you really want to use the choke, loosen the set screws and turn the cap so the plate just closes lightly. Then tighten the screws and start it to watch it open to verify . But really to me they are crap and as stated I have always left mine open.
