Electric head - water will not go down

Could use some help. The electric head which worked fine last weekend will now not pull the water down. The electric motor turns on and sounds completely normal. However when I put my foot on the pedal the water goes no where. No movement of any kind. Can't easily see anything in it that would be a blockage and the tank can't even be a quarter full.

Should I plunge it? Any other suggestions?!

Are you sure it's electric and not a Vac-u-flush? A 12v operating pump applies a strong vacuum to the tank and when you step on the pedal, the vac pulles the water down?

Turn off vac and chase with a flowing hose
Plunge if necessary (vac off)
It's usually only 2-3 feet from the toilet to the tank so there isn't that much hose to contend with. make sure the vac is operational first.

After some research I found I do have a vacu-flush head. I tired plunging and it wouldn't go down. I also replaced the duckbills on the vacuum and that had no effect. The pump is moving fine but it doesn't really seem to be building vacuum.

That duckbill job was not fun I am just calling a mechanic on this one. I will post the solution once I know.

You don't have a full tank, do you? it may stop anything from going down with a sensor switch.

Not full, pretty much empty. I don't have a guage at all so I got down there and put a flashlight against the tank.
