Electric Shift Blocking Diode

I am having an issue with my 1970 60hp not shifting properly into reverse.
I got the multi-meter out started performing all the tests in my original evinrude manual. Solenoids and switch passed no probs. The only problem I discovered was that when neutral solenoid is energized I get 11.30v at knife connector. When both reverse and neutral solenoids are energized I only get 10.80v on both knife connectors. From what I have read I should be getting battery voltage which is 12.53v at these connectors so I started digging more into the wiring at the controller.
Voltage at the red wire on the ignition is 12.53v
Voltage at purple wire on the ignition with key on is 12.53v
Voltage at (+) purple/green connector at switch is 11.34v with key on.
Voltage at (N) green wire on switch in neutral/key on is 11.34v
Is there any reason that the Blocking diode would be stealing 1.2v from the circuit?
Blocking diode and shift diode passed the tests outlined in the manual.

Yes, there normally is a voltage drop across a diode. In my mind, I sort of think .7 volts is normal. But anyhow, don't worry about it. There is a second shift feed from the alternator when it is running. It will get plenty of voltage then.

I shall check it while running to make sure is gets voltage. If it does guess I'm checking the lower unit for a stripped gear.:(
