If you disconnected those wires leading to the lower unit, then took a voltage reading, that could have given you a false full 12v reading as there would be no voltage draw (you can obtain 12v from 8 AAA batteries).<br /><br />Leave the engine harness wires connected to the wires leading to the lower unit, just slide the insulator back away from them. Have the black lead of the volt meter grounded, have the key in the ON position and while having the appropriate shift position selected, connect the red lead of the meter to the proper related wire connection (Green, Blue).<br /><br />The meter should read a full 12 volts when voltage is applied to the wires. If the voltage reading is less (obviously less...6v, 7v, etc), the shift switch is usually at fault. The switch can be checked simply by jumping the terminals at the switch, bypassing the switch.
