Electric Starter 20hp Johnson 1969. Sprocket drive gear comes up while running.

I start the motor and the starter sprocket gear goes down but there isn't any thing to keep in down. Then while running about every minute or so the sprocket slowly comes up and hits the fly wheel. Just a nick and goes back down. Then repeats. I may have missing parts or aligned in the wrong order. .

This is what I have (1968) Wonder why you have two anti-drift springs? Looks like somebody else has been fighting the problem in the past?
