Electrical Component Bracket Mounting

I have a question about how the Electrical Components Bracket mounts on to the engine. Mine is such a mess with different sized bolts extra washers here and some missing ones there. As well as an ill-fitting grommet that is really messed up.

I bought new grommets and then noticed from the parts drawing that there are six washers involved (one is floating off by itself in the drawing and I didn't catch it before). My bracket as mounted does not have any bottom washers installed, just one (or two) on top of each bolt. But the washers currently installed on the engine are different sizes. The parts drawing only shows one size and one part number.

I am not too clear exactly how the bottom washer fits in but I assume it is under the rubber grommet so the rubber does not wrap around the posts sticking up from the engine. Once I get the washers and install them, is the bracket supposed to be really tight or will it have a lot of wiggle in it? How tight will I tighten the bolts? Are these grommets just for vibration isolation or do they serve another purpose?

The bracket will have some movement on the rubber grommets/mounts. It is for vibration isolation, not electrical isolation. In fact it must be grounded.

There is one washer on top of and one under each of the three bushings.

I have some fair pictures of the wiring layout if there is a specific issue.

Thanks for the replies. I was just interested in the bolt, washer, grommet layout. My interests were more along the line of determining how 'tight' the three bolts should be holding this bracket. I can't tell just yet if the the more I tighten the bolts, the more the grommets will expand (making a tighter grip) or if the metal sleeves will limit the compression on the grommet. Right now, I have one grommet that can be compressed when tightening the bolt and two that cannot. I don't know which is correct. It will probably all be clear when I get the new bushings with washers installed. But so far Sea-Way's parts have arrived with a few mistakes (they are readily fixing their mistakes) and if I was installing the wrong part, I wouldn't know.

I attached a drawing of what part I was talking about just in case others did not know. The bracket is part 14 and the bolt arrangement is parts 43,69,71, and 68. As you can see, there is another washer (#69) down below the bracket in this drawing. I first did not realize that this was a part of the bolt arrangement since on my engine all three lower washers were missing.
