Electrical pronlems.

Working on a boat for a friend, drops it off,
not running, and has been sitting for a few years, replaced bad stater (copper wire on brushes came lose) got it started, replaced water pump, linkage was jacked, someone connected the throttle on the wrong side, idle position was full throttle,
Remove ccontroller, connected to the proper place, not sure why someone would be messing with it in the first place, the ptt wire had the the sheathing scraped off. I shorted it when it touched the metal, now. I have no power to the panel, including the ignition switch,
It has 6 push button fuses, 4 have been rigged under the dash. I have ordered 6 new ones. I'm waiting on them.
after all this, my question is, does one of the fuses control everything. Or should I be look for one main fuse?
the boat has 2 sq connections 1 has power on the red wire. It is the only power under the dash. Power tiilt and trim works at the motor.
sorry for the long post.
I haven't bought a manual for it. Because it's a one time project.

This generic diagram shows a fuse at the motor, the only one I've seen was a old glass bulb type, I cut it out and installed a new blade type. There is power at this fuse.

I'm thinking of everything. The emergency disconnect on the control was wasn't stopping it from starting before. Can I by pass it for now too see if it's killing all the power?
