Eng RPM limits out at 1800 RPM

Just de winterized the boat, has full tank of gas, installed new fuel filter.
Will not accelerate past a 1800 RPM. I think the problem is a fuel pump, how do I test them. It has a high and low pressure fuel pump. They are both energized and both have continuity thru the pump windings. The engine will start and idol but has no power to accelerate. Even in neutral it limits out at about 1800 RMP

This is a 1998 Cobalt Dual Prop, Volvo 7.4 GI Eng.

It could be the screen in your fuel tank, or the mandatory antisiphon valve located there is clogged with debri, choking off fuel flow.

I just had something similar to this and it was. I change the cap, rotor and points and condenser and it straightened right out. Not sure if this helps but i thought I would pass it along..

If your getting airbound at all it would definitely limit your rpms... But as Screamin.Harley sorta said... When has the engine had it's last tune up??? It's a once a year thing ya know.
