engine boggs at high RPM's

I have a Johnson 115 HP 4 cycle that is bogging down at higher RPMS, it keeps going but hesitates. After I turn it off I notice gas on the water. Had new plugs, filters and oil also lower unit and water pump done. Boat is a 2005 Stratos FS180 and has a check engine light that is on and ringing at startup. Any ideas??

If there is an alarm going stop eunning it!!

The high speed miss is a bad plug.

The check engine light is low oil or oil pressure i believe. Need model #
