Engine controls are backwards? help

doing an engine swap on a 1989 blue fin sportsman 85hp force to a 1997 120 force, and the new engine requires that at full throttle, the inner cable is pulled in, at the engine, . ive been racking my brain trying to change the set up on my control. Can this style be changed? the 85hp engine had the inner cable fixed, and the outer sleeve connected to the throttle linkage. the 120hp is the opposite. second photo in full position.

already tried that, gives the same results, If it pivoted in the center it would work, it pivots on the bottom, the black piece in the center moves left to right. and pushes and pulls the connection arm from the center.

Can one cable be were it is now and the other be on the other side?

I'm thinking of this because I'm looking through the Merc control manual and it shows connections for standard and counter rotation outboards

Not exact match but may get an idea
