engine cuts out at 2400rpm

carbs have been rebuilt,new vro pump, fuel system all redone, checked stator, coils charge coil. when the engine overheated a month ago the rpms dropped down to 2400, I believe this is the s.l.o.w. system working. Repaired overheating problem, now the engine won't run over 2400. iis there a blocking diode in the wiring and if so at what location, and can it be removed. If not how can I test the cd4 box. I hope someone can help here getting desperate

I may be dead wrong here but I don't believe John/Rude had the S.L.O.W. feature on outboards in 1986.

ran the motor same as before except I was able from a idle to give it full throttle, went to 5700 rpm ran 15 seconds and slowlly went to 2500, had to pull back to idle to keep it running. did this several times all the same outcom. on the way back to the dock started to loose rpms, morre throttle too keep running, cly's kickings in and out. is this the cdi box
