There is probably a leaky gasket that's letting exhaust into the cowl (cover). The cowl fills with exhaust and the motor chokes on it's own fumes. Usually this is the gasket(s) between the powerhead and the tower housing. That means removing the powerhead to replace. Sometimes it's the exhaust cover gasket(s). That may mean pulling the powerhead, may not. You need to list your outboard's year, make, model, and horsepower so people know what motor you're talking about. The parts are cheap. The labor is not. Just how much labor is involved depends on what motor it is. When was the last time this motor had a thorough tuneup?
