How often should I drain the water from my 3.0 mercruiser?

If fresh water, I wouldn't bother worrying about it until it is time to winterize.

If it is salt/brackish water you need to flush the engine with fresh water each time when you get back...

only when you winterize...but not always necessary, you can winterize by running antifreeze through pump in the outdrvie....
