engine feels like it was cavitating

i have a 85 Johnson javilin on a 17 ft bay liner Capri when i turn to right or left engine revs higher and i loose power boat has 24 inch transom the boat is a 90 the motor is a 77 i know it is not original equip if the boat is on the trailer i put the engine down it almost hits the ground so i dont know if it is still to high was told that the motor is a 20 inch shaft but i dont know if i should belive him i dont know how to tell for my self am afraid he was just trying to sell me his motor if it is the wrong highth would a jack plate fix my problem if so what about my sterring cables i am confused trying to learn boats are more confusing than cars

It is doing that because your prop is coming out of the water when you turn. Lower the motor 1 or two holes and see if that helps.

the anti cavatation plate should be even or just above the keel of the boat. making fast sharp turns will do it also.

i have to check to see where the anti cavitation plate sits on the boat what if it is higher than the keel what do i do then would a jack plate fix that

How about a photo. Best bet to get a proper diagnosis.
