Engine idles rough cuts off when going slow but runs fine going fast carb problem??

I havea 4.3 Gen+ 1996 It has this problem but has gotten worse. It idles kinda rough but I dealt with it. Now after I run it fast and then slow down to under 5mph it will run rough and then cut off. It starts right up though and will take off and run fine. Is this a problem I can fix? I had the outdrive replaced after it was STOLEN! I told the mechanic the problem when we was working on it and he thought it was a carb problem and it may need to taken off and cleaned etc. Does anyone have anythoughts?
