Should my outboard lock in the down position?

Yes, you don't want it flopping around while taking waves. Do you by chance hce the locking lever, or whatever it is called, on the side of the motor by the mount engaged in the proper position?

Ya, there should be a lever on the port side(left) on top of the motor mount, if you flip it one way the motor is free to pop up if you hit something the other way it locks.

That is where mine is, don't know about yours but there should be a lever somewhere on it.
