Welcome to iboats, but this is a forum for self help, not a place to look for mechanics. Since the reason to be here is because few actually take their boats to mechanics.
Why don't you just ask what your problem and see what kind of help you get.

well i pulled a 1995 bayliner out of the water the motor sat under the water every time it became high tide i got i for free. the engine turns over so i filled it with motor oil and fill the spark plugs with motor oil that is as far as i got. i need to drain the gas tank what is the best way to drain the gas tank? the motor is a 3.0 mercruiser alpha 1 lx. Can i upgrade with a bigger motor? i want to turn the boat into a wakeboarding boat just to keep in mind.

Nope,... Not easily, or cheaply....

The gas tank can be pumped out with a remote pump...
I suspect the motor will need to be pulled, torn down, 'n probably rebuilt...
Ditto for the drive, 'n transom assembley, trim pump, 'n the wiring...

All in all,... You might have a pile of Parts for your money....
or,... ya got what ya paid for...

Hook up external fuel supply. clean out that engine and see if it will run. If not look for a cheap boat with the drive you want and swap it in. One member found a 4.3 with drive for cheap. Look for rotten hulls.

Don't take this the wrong way, but you pulled a salvaged boat out of the mud...are you prepared to spend $90-120 an hour for a marine mechanic to go through it?

Boat mechanics near Maryland??????? That would mean you are in Maryland but are looking at all surrounding states. Hardly necessary since there must be about a gazillion shops in Maryland alone. Did you not think about looking in the Yellow Pages for Boat Dealers, Marinas, Marine Repair, or any number of similar categories. I would however agree with everyone else. I would be more concerned about surveying the boat to see if it is actually worthy of any significant repairs. Then worry about the engine. And if the engine has been submerged repeatedly in sea water, it is probably a better anchor than an engine.

I have a local mobile mechanic I use when the repair/question is over my head (a lot of the time:facepalm:). He typically does a free initial estimate. For this one, I can tell you his advice would more than likely be "put it back where you found it" followed by "don't ever call me again".

If you pulled an old wooden riva or garwood - something worth restoring - out of the mud it might be a different story...

it was on a cheap boat lift and fell over in the creek, every time high tide came it filled the back of the boat, the prop was stuck in the mud so i dug it out tipped the boat of the lift, waited till low tide winched it to 2 ft of water waited till low tide then drained the water out. the guy told me he got the prop redone so hopefully thats alright i stripped all the seating and carpet out. plan is to build sqaure seating around the back and put fat sacs in the seats for weight for wake boarding fiber glass is okay little rotting on floors have wood for it then i will get someone to fiber glass it, but first thing is to get a motor running in the boat then do the rest and plan the build. Thats my plan i think it would cost as much as buying a used boat but i will know everything about it and whats going on.

You'll see that the co$t$ of your Plan, will equal, or exceed the co$t of a Running Boat....

Clean up the Parts, 'n Sell 'em....
Then take the money, 'n buy a Running boat.....

I would take this advice. When I bought my boat it sounds like it was in better shape then your'se, and I still had to drop close to $3,500 into her to have a reliable boat.... and I'm still not quite done.

If you go ahead with this project, plan on spending countless hours and thousands of dollars on the restore.
