My 3.0 L i/o won't start
and i think the problem is my the botton on the engine-mounted circuit breaker because it's stiff and wont push in.

does that mean its fried?

It means the curcit breaker doesn't need to be reset.

wont turn over at all or wont run?
Is there power to anything else?

In most configurations, that circuit breaker protects the charging system only. It has no effect on anything else.
