engine repair question

hi, I ran this motor today, it has two plugs,, if i pull one plug wire,it runs & stays running half ,,if i pull the other plug wire ,it runs half, then dies in a few seconds,, if i run it with both wires ,it surges half power then full power,, i just rebuilt the carb,,new gas hoses , check for air leaks on gas tank,hoses, ect..i am guessing,,since i am not a mech. the coil?? any help at all is apreciated ,, 1970 40hp evinrude i also put new plugs in it thanks , as it was down to half power,i squeezed the bulb , it didnt help send more fuel,, tad

someone at work thinks it is the spark plug wire, since it will run somtimes both plugs firing, then other times only one plug firing,,i havnt looked at the coils, thanks tad

Since you have two cylinders switch the plugs, then the ignition wires, then the coils. That may help isolate the problem.
