Dhadley and Walleyhead are really experts in this area. You may want to try to post this question in the prop forum (Where they are likely to see it) They can get you set up right based on you engine height and propeller pitch etc.
Wat sort of tach are you using? Right off the bat I would figure you are 6-800rpms short.
