Engine stalls when put into gear in water

My enine will not stay running when submerged in water. Both carbs have been rebuilt. The timing was recently set. New plugs installed. The lower unit seals all replaced. Engine compression is around 120psi on all cylinders with no leak down. At home the motor runs fine with the muffs and stays running when put into forward and reverse. When the motor is submerged in water it stalls as soon as i put it into gear. Forward or reverse. I have tried slowly putting it in gear and quickly puting it into gear with the motor stalling every time. My idle seems a little high in neutral. If i decrease the spark advance on the motor at idle the motor sputters and stalls. I have it set the spark advance to idle high enough to keep the motor running at idle. I have tried choking the carbs when shifting gears and pumping the primer bulb when shifting and had no luck. The motor is a mid 70s starlite 85hp evinrude outboard. There is no serial number on the motor so i have not determined what year it is exactly. The carbs have fixed jets on them so there is no way to adjust them. Please help.

You need to do a link & sync according to your manual.
