Engine won’t turn over - no spark

2000 Mercruiser 5.0 stern drive
Replaced coil and distributor cap.
Only getting 3 volts to the coil. Engine won’t turn over - isn’t getting any spark. No sure next step on where to trouble shoot the problem? Thanks

Ayuh,.... Welcome Aboard,..... Remove, 'n clean to shiny metal, both ends of both battery cables,......

Your saying "engine won't turn over" but I think you mean it does crank (turn over) but it won't start (run)

When key is turned ON do you hear a beep and does the fuel pump run briefly?

Yes on the beeps

No on hearing the fuel pump.

You have 2 relays on the motor, swap them and see if it's still a beep and no fuel pump

If fuel pump does not turn ON then the ECM is not applying a ground to the relay. Pic below is from a 555 ECM (not yours, different pins) but when key is turned ON the Main power relay energizes which sends power to the ECM and FP relay. If ECM checks all good a Beep is heard and applies a ground to the FP relay for a few seonds
