Engine wont stay running unless I keep pressing the choke?

So I picked up a boat with a 76 chrysler 60hp. Took it to the lake and after sitting for a season from previous owner i tried to start it up. I got it to start but noticed I have to keep pressing and letting go of the choke button in order for it to keep running. Eventually I got to where I could get it in forward and go slow and keep it running but only by pressing and letting go of the choke button repeatedly. Any ideas other than maybe cleaning the carbs? I was also told it needs a magneto because it has no power to get out of it's own way.

Is it a twin carb 60Hp? Does it have the Magna Power II ignition system?
Clean the carbs and change the fuel pump diaphragm. Start from there.

Do a compression/ spark test.
The do what Nordin suggested.
Check the gas for water.
