Eska 1976 5.5HP cooling

I have an Eska - Hanimex 5.5TG HP 1976 vintage model number 40030A which I am trying to restore to its former glory. Can somebody tell me if the water should stream from the back of the leg (rather than just split). I think I have read that the water is forced into the leg just by the force cause by the movement through the water and there is no pump/impeller as such. The water at the moment seems to be spitting out of the outlets at the back of the leg with what seems to be engine exhaust. Appreciate any advise on this. Thanks

All models after 67 have a water pump.As I understand it the water should mist out of the exhaust relief holes on the leg.
