eska question

I have a late 1970's eska 7.5 hp outboard, I am having a problem and can not quite figure it out, Does anyone have any idea what would cause the motor to run good at low rpm but when I open the throttle up, it sputters and misses out. I have check the timing and it appears to be close, Could this be a carburetor problem?

any input would be appreciated.
