Just removed lower plug on a 1960 5.5 fisherman I just picked up, yikes two cups of water came out. Is the upper plug a similiar slotted one 8 inches up, just above the water intake holes? How much gear lube is needed?

The upper plug is the vent/overflow - you fill from the bottom until the oil comes out the top. I believe a 10oz. tube will be enough for that motor. But you obviously have a leaky seal somewhere. You need to pressure test the lower unit to find out where the leak is and replace the culprit seal before refilling with fresh gear lube.

I noticed that the water intake is just below the upper screw. If I remove the two screws to get at the water intake, is there a gasket there that could cause this?

Try new nylon washers on the screws. Run a bit and drain a little to see if it is contaminated.

No gasket. No connection between the water intake and the gearcase where the oil is.
