Evin 150 FICHT Tilt stumper

Hi, I have a 1998 Ev. 150 Ficht on a crest HPT Pontoon. It will go 40MPH - I love it. Now the problem, my tilt and trim quit working. I bought the boat a couple years ago, it hadn't been used much (only 98 hrs. when I got it). The trim made an odd noise when working, like there was air in the fluid. Anyway, I checked the fuses and relays. When I push the up/down botton (either on the shifter or the motor) I can here the relay click if I am right by it with the cover off. I traced the wires and can make T/T motor operate in both directions by unplugging the blue/green wires near the relay and putting 12V to it. I have disconnected all connections from the power distribution pannel and reconnected? When I put a meter on the T/T connection, and push the up/dpwn botton the voltage fluctuates from 2 to 12 V, normally 4-6, (+ on up, - on down) I am stumped! Any ideas?

All four relays are the same under the power distribution panel cover. The forward pair are for the tilt and trim, up and down. Swap those with the other two (which operate the electric fuel pump and stop circuit) and see it the trim works OK. If not, and the power to the panel is OK, then the distribution panel assembly may be faulty. New ones are fairly expensive or they can be repaired by contacting dfitechnologies.com

Thanks! I already switched the relays with no change. How can I tell if the power to the panel is good? The boat seems to run fine except that fuel use is up, which I think is from a fuel line issue and/or the motor being tilted up too far all day.
