Evinrude 115 Spark Advance problem? with video

After successfully diagnosing and replacing a faulty timer base, I noticed what I believe is a problem with my spark advance. When I advance the throttle from idle to full, the spark advance lever does not "pull" the timing base forward. In the linked video, you can see how I moved the throttle lever to full and the timer base doesn't advance, then I grab it and manually pull it forward. When the throttle is pulled back to idle, it moves everything back to where it should be. I can not prove, but am positive, the old timer base did not advance either.

The timer base rotates on a nylon ring coated with a slippery grease, usually similar to a white lithium grease. When the factory grease gets old and dried out, the timer base will tend to stick as yours does in the video. Pull the flywheel and the timer base. Clean the rotating part of the timer base well and lather it up with some white lithium grease. That should take care of the sticking problem.

the big spring inside that throttle arm might be snapped or come off its proper seat

I just changed the timer base the day before I shot the video and coated it up pretty good with white lithium grease then. I will re-check its movement, and also check the spring. At this point the spring sounds like the likely culprit as the timer base seemed to move pretty freely once detached from the spark advance arm. Previous Owner(s) had tinkered (unsuccessfully) with most every other mechanical system on this thing so I am sure its missing parts or the spring is not set right or broken. Thanks all.
