friend just bought a boat, came with a evinrude e115tlcrd, 84 i think? anyways it ran great when he bought it, then after a week of use it started having issues, and he found that someone added a electric fuel pump  never seen this, is is acceptable? he said he burned gas worse than his 1 ton pickup! is that something that will work? is it even USCG approved?

Electric pumps are a no-no on outboards. Nothing to keep the pump from pumping after a stall or if there's a fuel leak.

Pressure pulse pumps are cheap and easy to find. Even newer, updated VRO pumps aren't hard to find on eBay, etc.

As for the gas mileage, the old crossflow V4s aren't known for their fuel efficiency. The 115 is probably capable of sucking down 10-12 gallons an hour at wide open throttle...
