Evinrude 15hp 1986 Hard to start when cold

I am finding it hard to start my 2 stroke 15hp 1986 Evinirude, it takes about 10 pulls to get it going when its cold, but once it has run for a minute and I shut it off, it will then start very easily with 1 pull.

I have good compression
New Champion Plugs correctly gapped
Had the Carb rebuilt
New Fuel lines
New fuel 50-1 mix
Pumps water fine

Is this normal?

check to make sure that the choke is working proper that it is closing where it should be

Do you think that by decarbing the engine it would be easier to start?
I ask as once it has been started and switched off it starts very easily even if I only let it run for 10 seconds!

The only problem I have with Decarbing the Engine is that the only place I have to run with a Wide-open throttle is in the sea with a very strong current.
I am worried that if it stalled I will be taken with the current which runs very fast where I live. There are no lakes near wear I live to do this procedure on.

Is it not possible to do this procedure on dry land?

I have, with a 9.9...put it in barrel, in gear, and while it's running , spray the seafoam into the carb throat while trying to keep the motor running at at about 1/3 throttle..it'll bog, stop spraying and let it catch up some, then keep repeating this procedure until the motor is up to running temps..pull the sparkplugs and spray seafoam into the cylinders, pull the motor through a few times, and reinstall the plugs...wait 20 minutes or so and restart..you can repeat this as many times as you need to...be sure to keep enough water in the barrel...if you'll put some seafoam in your fuel mix, it'll help keep the carbon deposits from forming

Thanks for your advice.
How much/long do I need to spray into the carb?
How many squirts of spray do I put into the Cylinders?
Do I need any Seafoam in the fuel while I am doing the above, if so How much?

If there is any seafoam left over after doing the above how much shall I add to the fuel when running the engine for everyday use?

Sorry about all the questions but I have never used this Magic Seafoam stuff before!

just keep spraying it in as the motor bogs, quit sparying and let the motor catch up, start spraying again, at some point you'll probably overcome it with the seafoam and it'll quit...if the motor is up to temp when this happens , pull the plugs and spray a table spoon or so into the cylinders, the excess will be blown out the sparkplug holes or out the exhaust ports anyway when you pull the motor through a few times. With the motor hot, the seafoam is better able to penetrate. The maintenance level of seafoam is 1 ounce/gal. I think, more won't harm it unless you supersaturate it, then the motor will run roughly until this mix is consumed. You don't need any seafoam in the mix while doing the first part of the decarb procedure.

Get a can of Johnson Engine Tune. Follow instructions
