If you've tested the overheat warning circuit to make sure the horn works and it hasn't gone off, it isn't overheating. They will indeed run hotter at idle, they're supposed to. Several things can make it show "hotter" than it is. We'll assume the sender for the gauge is screwed in the threaded hole in one of the heads, right?
If all you changed was the impeller, go ahead and get the plate & liner. We always change the entire kit. Less work - you don't have to clean up the plate, liner & housing.
