Evinrude 25 tiller shift cable lube

Hello, I am new to the forum. I recently acquired a '92 E25RWLENB. Although I am completely new to outboard motors I think I know enough about machinery to say the throttle control is way to stiff to be correct. There has to be some sort of cable assembly linking the hand held throttle control on the tiller to the carb. Is there a way to get to this assembly for lubrication without a major disassembly of the entire tiller handle?

most tillers have a tensioner knob or the likes.maybe yours is just to tight.
