Evinrude 25hp motor running like crap!

I just got a boat that has been sitting for about a year. Has a 1981 Evinrude 25hp motor on it with electric start. It will start up fine however while running it acts like its misfiring and jumps all over the place. In mid rpms it runs great but in idle and at high speed it misses bad. I have cleaned the carb, checked the compression (110 in both cylinders), changed the spark plugs and seems to have good spark. I think it maybe the timing however I have no idea how to check it on this motor. I noticed the rubber stop on the starter is all the way in and the lock screw on the throttle rod is just hanging there. I didn't know if this might be to blame as well. Any help would be appreciated.

that timing screw should not be tuned all the way in your timing is advanced all the way.get a seloc manual it will telll you how to time it.I know you have to be at full throttle under load DO NOT USE MUFFS.the manual will also show how to syncronize your linkage.good luck
