Evinrude 30 shifting trouble

Recently purchased a used pontoon boat equipped with a 1984 Evinrude 30, model #E30ECRR and OMC single-lever controller. Then engine runs like a champ, but if the controller is adjusted to shift into forward, it won't throw far enough to shift into reverse and vice-versa. The lever moves fine through its range, and the gear teeth inside the control box appear to be in proper alignment and serviceable condition.

Right now, I have it adjusted to shift into forward, and whenever I need to reverse, I just use a mop handle to click it into gear.

It appears there is about 1/4 to 3/8-inch play in the cable. The shift lever appears to have a lot of play in it too, but when the tranny clicks into gear the shift is positive and it stays in gear.

Suggested repairs (and anyone's estimate on how much they should cost) are most appreciated

Two possibilities:

1: the shift cable has been broken and somebody has patched it so it does not have enough travel available. Edit: the shift cable travel should be 2-7/16"

2. The shift linkage on the motor is loose somewhere, having a lot of slop in the movement.

Disconnect the cable from the motor. Remove the water intake screen from the side of the lower unit. You will see the shift rod inside. Carefully move the shifter lever (on the motor) and watch the shift rod. When you move the lever, the shift rod should move accordingly, without any lost motion or delay. If there is lost motion, you will have to find and correct it.
