Evinrude 30 won’t shift out of forward gear

A friend of mine asked me to look at his 93 Evinrude 30. He bought it with a boat and was told it only started in forward gear at full throttle. I opened it up and it is a mess - leaky carb, I’m surprised with all the broken pieces the recoil even worked at all, but the one I can’t see an obvious cause for is that it is stuck in forward. The shifter moves as it should, but it stays in forward. What’s my best next move to figure that out? Most of the ones I have worked with are from the 70’s or earlier. Any advice is much appreciated

Remove the water intake screens.-----Operate shift lever while turning the prop back and forth.-----Does shift rod move up and down ?

Ah, linkage is not connected. Was in a bit of a rush so I don’t have time to mess with it just now. Any tricks to reconnecting it below the bell shaped cone tin where it has separated?

So I had a second look today and see that there is a 2 piece brass connection that I assume has pulled free from the bottom portion of the shift lever. I’ve pulled apart the brass fitting but it isn’t clear to me how it connects to the bottom portion of the shift rod and I can’t figure it out from the parts diagram. If someone could explain how that connection fits that would be great. Thanks.
