Evinrude 4.5 pull start

Hello. I have a 1980 Evinrude 4.5 outboard motor Model E5RHCSS Serial E0001388. This motor is like BRAND new. However, one thing I noticed is that when I pull the cord to start it, the cord doesn't pull back all the way. I have to help it. Almost like the spring has weakened. I took it apart, and used some lithium grease in there since the grease looked old that was in there. Still no help. So I'm wondering if there is a way to tighten up the spring some. I can see the end of the spring while it's recoiling coming out the top of the recoil assembly. Probably 2 inches. Should I get a new spring? Or is there a way to tighten it some?

You could try wrapping the cord around the pulley one more time. Pull out some extra cord, hold the pulley, remove the handle, pull the cord in through the cowl, wrap it around the pulley and back through the cowl, install the handle.

I found a breakdown. I think my spring is shot which is weird, cause even though this is a 1980, there is probably less than 3 hours on it. IT looks brand new.

I did what wrench 3 said and wrapped the cord around an extra time, to tighten the spring up a bit, and it still pulls back really slow. So I added another wrap, and same thing. I took it apart again and cleaned everything and re-lubed it reassembled everything, and it still does it. So the only thing I can think is that maybe the spring just lost some of it's return from sitting for so long.

Not likely. Is the washer present on the base of the shoulder bolt? If it didn't free up or pull tighter with the additional windings then it's binding somehow. What happens if you back off the central bolt by a hair?

please confirm you do have the back washer in place . lube everything my recoil drove me nust till I was educated :)
