Evinrude 40 runs then cuts out.

Hi guys on my 1976 evinrude 40hp when i start it it runs for about 5 seconds then slowly starts to die and fuel fires out of the carb, sounds to me like it flooding itself. Would the cause of this be a float issue as i think the float isnt in exactly top condition. If not what else?

A carb rebuild with new needle valves and possible floats might be a good idea.
