Evinrude 4hp starter-rope won't rewind

The starter-rope on my Evinrude 4hp (1980 mod) is only rewinding 2-3 inches. The rest I have to rewind myself ( by removing the top-cover while the engine is running ).
Is it something that is in need for some oil? Or some parts that need to be replaced??

Your return spring is either broken or very badly adjusted Lars...To find out you will need to remove the cowling and the pull start assembly...Turn the pull start assembly upside down and you will see a retaining nut in the centre that hold the return assembly together.Loosen this nut carefully and remove the guard plate (be careful as the return spring can jump out at you) and inspect the unit.
If the return spring is broken you will see this straight away and a new return spring will need to be fitted...

If the return spring is maladjusted then you can unhook one end of the return spring carefully and tighten the spring by takeing the hook of the return spring and turning it anti-clockwise two or three turns then relocate the end in its groove...This will tension the return spring.Re-assemble the return assembly and refit to your motor..
