Motor 60hp Evinrude 1996 E60TLEDR
1995 Delta Craft Bay Boat 1100lbs

We tried to take out the boat today. We had a bit of a problem.
When running on ear muffs the engine runs smooth and good response on the throttle.
Today in the water she cranked up just fine and ran real smooth.
Once off the the trailer I put her in gear and it semi slammed into gear.
With little throttle she starts to go still running smooth.
Give her more and more throttle and it seems like she is bogging down but she stays running.
Did not ever get on plane.

Any ideas on this.

Start with some basic checks, compression, spark and fuel delivery.
Has the engine been sitting for a period of time?
Is the gas fresh?

Okay hear is what I have already done.

Coils-Replaced
Sparkplugs-Replaced
Powerpack-Replaced
Coil wires-Replaced
All New Fuel Lines From Carbs to Tank including Bulb
Gas is New Today.

Even after all this is done it still performs the same.

I have the sparkplugs gapped at .030 which the manual calls for. Is this correct gap.

You have replaced a lot of expensive parts and still have the problem.
What is the compression?
Will the spark jump a 7/16 gap and is the color bright blue and has a snap to it?

Will have to post compression later.

The spark is Bluish White and it stings the fire out of ya when it gets you.

How do I tell if it jumps a 7/16 gap. Is there a tester or can I make one.

When you throttle up do the RPMs go up with it or do they remain low?
I've learned if the RPMs go up with it but just doesn't get any more power it possibly could be your prop slipping. On the other hand if you throttle up and you don't get any higher RPMs you might need to check your timing advance with a timing light (Which is what I just went through with mine and it fixed that problem)
The only other thing I could suggest looking at which again was a reason I wasn't getting full power and the motor was boggin down at WOT was that the throttle cables weren't adjusted correctly in the engine. What I mean by that is when I throttled the cables up all the way, the butterfly flaps in the carbs were only opening up about halfway, another reason it wasn't getting full throttle.
Just suggestions from my personal experience

Check you local auto parts store, most carry an adjustable spark checker.

Ok here is the compression and the spark.

Compression on all 3 cylinders are #1 135 #2 135 #3 138

Checked the spark and all 3 coils jump a 7/16 gap with a blue spark.

Now Here is what I found out on the Timing.

I pulled all 3 plugs and Manually did the TDC on the #1 cylinder.
I went the old school way.
I have TDC at 8 degrees
Whom ever worked on it before has it marked at 12 degrees.
I am not sure if it is right or not. I suppose I am needing advice on the timing.

Also noticed that the timer base was adjust with the idle screw about 3/4inch forward. Should this be this way?

According to the manual the timing should be.

16-18 BTDC
3-5 ATDC

Anyone have any thougts

After messing with the engine today I am rebuilding the carbs again tonight. I sent the carbs to an actual marine shop and they said they cleaned and rebuilt the carbs last week. But upon further inspection I was ripped a new one.

Any thoughts on the timing or does it seem right.
