Evinrude 65hp help needed

I posted here a couple weeks ago and took a lot of advice about my motor and the one thing that I thought would cure my problem didn't. I have a 1973 evinrude 65hp model 65373. It misfires and feels like it is only running on one cylinder. Most of the time it will not get the boat up on a plane and it is a small boat and if I get it up on a plane it will only tach out at 4200 rpm and the prop is a 15 pitch prop.

So far I have checked the compression which was 130, 130, 128. I have rebuilt the carbs and blew out every hole and they were actually very clean on the inside. The engine does idle better now and will not stall when put in gear. The fuel pump is new and so are the three ignition coils. All the fuel tanks are new the fuel lines are all new and the bulb pumps up nicely and I don't think it is a problem of getting fuel.

I checked the grounds on the power pack and the ignition key. I swapped out the powerpack with a newer one that I bought used from the dealer that said it was a good one. Then the engine wouldn't idle or run at all so I put my old power pack back on. I hated buying it used but I was trying to save the weekend.

I purchased the good manual on that specific engine and used this to try to help solve my problem. Now here is the question I have for the experts. The only thing that I found that checks out bad is the charge coils tested at 860ohms. The book says 900 plus or minus 30ohms. So 860 is not in spec. Could this be something? Also I cranked the engine with the plugs out and measured the voltage of the charge coils it was about 180volts. Now the book says it makes 300 volts but it is not a test per the book and turning it at cranking rpm would be less voltage no? I am starting to think that the charge coils may be bad as the spark is very weak.

I do not have the specific test equipment that the book says to use so I am still pretty much changing parts until I find what is wrong but I hope I get it soon as summer is running out and I want to use the boat.

any thoughts or ideas would be greatly appreciated.

i can't answer your question directly but a few weeks ago i was looking at the same motor to buy and noticed some light brown goop leaking from the stator/charge coil assembly. take a good look, it might give you a clue

yes it has the runs which I had noticed and after further searching I found that the stator is junk. I will change it out and hope for the best.
