The engine is a longrigged sail version which has been converted to short version by the previous owner. The question is where is all the water coming from that pours out somewhere near the shift lever. When the gearcase is removed and a water hose with pressure fitted over the cooling water inlet hole no water in the wrong place, how can this be, is the whole housing filled with water or what?

the water does dump out of the housing. It sounds as if someone had the power head off and the gasket is bad.

That is exactly what I first suspected but it doesn?t accure when the gearcase is removed and water is pumped with pressure in the water tube.

I have a similar motor 4 hp and the same gearcase fits on it too but no exess water around

The key here is that the outboard was converted from long to short shaft. I'm betting the person who did that cut the water tube incorrectly and it's either not fully seated in the power head, or there is some other misfit going on. When you have the lower unit off, things are relaxed, so it doesn't leak. When you bolt up the lower unit, the slightly too long water tube gets flexed and compresses the grommet it fits into in the powerhead. Water sprays out.

That's my best guess to the source of the problem.

CATransplant,
Very good point. I sure have to give it a closer look.
One thing is for sure; it is not the gasket under the powerhead (at least it is not visibly coming from there) but
I have to order a new one anyway if I strip it down.
Othervise quite nice running motor, can?t complain only paid 10$ for it.

I will post the final solution when I have fixed it.
