evinrude 88spl ignition problems

I am having very weird problems with my ignition. Ok with everything connected correctly i get no spark. If i disconnect the black and yellow wire at the ignition switch i still have no spark. If i disconnect the black and yellow wires at the power packs i now get spark?? but it wont shut off. I have replaced the ignition switch with the same problem...

You have a boat or motor wiring problem with the black/yellow wire being grounded.

A while back i had rats get into my wiring on this outboard. I had replaced all of the wiring that i knew was bad. But the ground wires looked ok. I just ran a new wire harness through the whole boat. Now all the wiring has been replaced. Everything is working good now.
