Evinrude 9.9 4 stroke, need some help with power and throttle cables

I’m trying to install a (1999) 9.9 Evinrude 4 stroke as a kicker motor. The motor came without power wires for the electric start and the throttle and choke cables are disconnected. I’m too stubborn to bring it into a shop for the install, so I’m trying to figure it out. Can anyone help me out with where the positive and negative cables attach? I tried it this way and it didn’t work.

As for the throttle and choke cables, I currently have the throttle lever on top and the choke on bottom but it looks like they don’t line up with the levers. It looks like the top lever controls the throttle and the bottom arm controls the choke. Anyone know how these are supposed to go?

I purchased a digital manual and the picture shows those are the two spots to wire the positive and negative battery cables. When I did that, the starter engaged as soon as I touched the cable to the battery terminal. Should I move the positive cable to the screw below it?

As as for the throttle and control cables, I have them figured out which is which but the control cable seems to twist the lever sideways when it is installed. Maybe I need to remove it and see if the cable is twisted between the control handle and the end. Am I on the right track? Thanks for any help.

Isn't the other wire on the stud you're holding the power cable by going to the starter?

Yeah, put it in the bottom stud.

That worked and I can now use the starter. I followed the manual as best as I could understand and set the throttle and control cables. I tried to start the engine multiple times and my garbage can full of water has an oil or gas film all over the top of the water. The gas smell is strong as well. Not sure if I flooded it or it’s not getting any spark. I took both spark plugs out and they were both wet with gas. I tried to put a spark plug into the boot and ground it on the engine while turning it over. I couldn’t see any spark. There is no safety switch on the controls, so I don’t think it’s a safety switch issue. I need some expert help!

Also, is this red switch supposed to be up or down??
