sure sounds like a blockage, but the note about water seeping out is curious. Do you have a blown head gasket? My '90 9.9 has a thermostat, and you might want to take out the thermostat and then trying running the engine -- or just cranking the engine with the t.stat cover removed to see if there is water flowing. The t.stat might not be opening.<br /><br />I think you may want to take off the lower unit and inspect the impeller. Replace it if you haven't done so in a while, and make sure the water tube is clear. Then check the water tube and exhaust housing at the head. Check for obstructions in both, and try to force water up through the water tube -- should come out into the exhaust housing. If the water doesn't flow through, you will need to disassemble further to locate and clear the blockage.
