Evinrude 9.9 won't start with fuel pump connected

I have an Evinrude 9.9 that wouldn't start. If the fuel pump is NOT connected to the engine, I can get it to start but only at fast idle. If I connect the the fuel pump, I can't get it to start at all. If I connect the fuel pump while it's running it stalls. I rebuilt the fuel pump but it does the same thing. I'm lost on what to do next.<br /> :confused:

It would help if you stated the year of the engine, however.....<br /><br />It would appear that fuel is flowing through the fuel pump diaphram into the crankcase area, flooding the engine. Running the engine without a fuel pump leaves a hole leading from the outside area to the inner crankcase area.<br /><br />I'd suggest you discard that fuel pump, purchase and install a new one, then rebuild the carburetor if needed.

you don't happen to mean the bulb do you? the arrow should point torwards the engine.
