Evinrude mod# 90483s Serial # 04984

What year is this motor?
It's electric shift stuck in gear.
Can it be moved to neutral manually?
If so how?

It is a 1964 Evinrude 90HP Motor.

Electric shift motors are in forward gear by default and cannot be shifted manually.

Starting in 1968, Hydro-Electric shift motors are in forward gear by default. I'm sure that is what Ezeke is thinking about. However 1964 Electric shift motors (non hydro) are in neutral by default. There is no way to manually shift them. There either is a voltage being applied to the forward coil (bad shift switch) or the forward clutch is frozen up in the lower unit (water/rust/no oil)

F_R is correct, I should have checked.

The important thing about the type III electric is that it operates with battery power and thus can be shifted without the motor running, if everything is all right. The green wire is forward, the blue is for reverse.
